IL Attorney General's web site described key points of the bill.

There are sections of the bill that detail the credits and refunds residents will receive, but for now we'll just deal with the points that refer to common areas.

On the SB1592:

Page 144 beginning with line 5 - common area electricity rates cannot exceed rates offered to residential customers and any all-electric discounts an association received prior to December 31, 2006.

Page 194 (6) - relief program addresses common area accounts of apartment building owners and condominium associations.

Conversations both by phone and on line with ComEd and the State’s Attorneys office for resulted in an e-mail from a spokesperson for the IL Attorney General’s Office.  “The bill does not reclassify condo common area as residential.  It simply states that what they pay for electricity and delivery services can be no more than the average residential rate.  In addition, if a condo building uses electric heat, they can have their electric heating discount restored.  There are 856 condo associations that will have their electric heating discount restored.”
